How to upload the VR List from a CSV file to Facebook???

Hi there, I watched/listened to the Webinar on Social Media, as well as the one solely about Facebook. They said you could upload your Vertical Response email list to Facebook if it's in a CSV file. I know it mentioned "upload contact file" but I can't seem to find that info. anywhere.
Any help would be appreciated, thanks!

I second that, would love to know how to do upload our list to FB, but no idea how to do so.
