This will walk you through the steps of creating a form that you can place on your site so visitors can sign up to receive emails from you.

Other ways... If you sell online you can have a checkbox on checkout where they can click to receive more info from you. If you do trade shows you can collect names and emails of people who visit your booth and want more information from you.

I would be very cautious of anyone selling lists. Most will of the names will bounce back, and the rest will likely just end up in spam boxes.
